Implementation of the Teacher Certification Allowance Policy in Nunukan District, Nunukan Regency

The background of this research is that the utilization teacher certification allowances has not been maximized, able to improve competence, and seen impact on improving learning. This study aims analyze implementation allowance policies in Nunukan Regency; including knowing inhibiting factors strategies overcome these obstacles. theory policy used from Van Meter van Horn (1975), which consists Policy standards targets; Resources Communication between organizations, Characteristics implementing agencies; Social, economic political conditions. approach qualitative using case studies. Data collection techniques through interviews, observation, documentation. Informants were Head Education Office, GTK Department Education, Principal, each school operator. results showed Regency was carried out well, can be targets are as a reference its implementation, adequacy adequate human resources, facilities, finances. also well education office school. characteristics agents, social, economic, conditions, dispositions going well. factor for there still teachers schools who unable fulfill teaching load 24 hours per week due limited classes additional duties teacher, namely homeroom OSIS coach, extracurricular guidance.
